Administrator account creation via forged permission request

CSRF in SOCA Access Control System 141007, 170000, and 180612 allows remote attackers to create administrator accounts through its web interface. Permission/Insert_Permission.php accepts a forged POST containing administrator credentials and access rights without performing a request-validity check. Exploitation requires a logged-in user to visit an attacker-controlled page; a successful request adds a privileged account.
