Predictable security values via rand fallback

Weak random number generation in Crypt::Random::Source before 0.13 allows attackers to predict values returned by get or get_weak. When no random device is available, the factory silently selects its Perl rand-based backend instead of failing, so callers that do not explicitly request get_strong receive noncryptographic output. Exposure requires an environment without a usable random device or backend and an application that treats get or get_weak output as security-sensitive, enabling prediction of generated secrets.
