Service interruption via backtracking-prone URI validation

Inefficient regular expression evaluation in Prestaul skeemas before 1.2.5 allows remote attackers to interrupt service via a crafted URI. The uri format validator in validators/base.js used a repeated path subexpression that could match empty input, causing excessive backtracking on crafted strings. Reachability requires a consuming application to pass attacker-controlled data through string validation with format set to uri; the bounded consequence is CPU exhaustion and service interruption.
