File-operation interference via delete-then-mkdir race

Insecure temporary directory creation in Global POM Utilities 4.5.0 and earlier allows remote authenticated users to interfere with file operations. FileResourceManagerProvider.createTmpDir creates a temporary file, deletes it, and then recreates its path as a directory, leaving a non-atomic replacement window. Low-privileged access is required by the CNA assessment, but the public record does not identify the remote entry point or a more specific downstream consequence.
