CSRF token disclosure via ignored Secure option

Sensitive cookie exposure in Macaron csrf before 0.0.0-20180426211050-dadd1711a617 allows remote attackers to read CSRF tokens. The Generate handler passes a hard-coded false value to SetCookie instead of Options.Secure, so the requested Secure attribute is never applied. Exposure requires an application to enable CSRF cookies with Secure requested and the browser to send the cookie in an unencrypted HTTP request.
