Unauthenticated SSRF via unvalidated loopback addresses

SSRF in GitLab Community and Enterprise Edition before 11.1.7 allows remote attackers to send requests to loopback services. The validate_localhost function in url_blocker.rb fails to reject a crafted loopback address before GitLab issues the outbound request. No authentication or user interaction is required; affected 11.2.x before 11.2.4 and 11.3.x before 11.3.1 instances can be induced to contact services bound to localhost.
