Slack command execution via missing CSRF validation

CSRF in GitLab CE and EE 11.1.6 and earlier, 11.2.0 through 11.2.3, and 11.3.0 allows remote attackers to issue Slack slash commands. The Slack slash-command request handler accepts a cross-site request without enforcing an anti-CSRF check before dispatching the command. A victim must interact with attacker-controlled content while the Slack integration is configured; the command runs with the victim's GitLab authority.
