Private project disclosure via Events API IDOR

IDOR in GitLab CE/EE before 11.1.7, 11.2.x before 11.2.4, and 11.3.x before 11.3.1 allows remote attackers to read private project data. The Events API resolves a caller-controlled project reference and returns issue, comment, and project-title events without verifying access to the referenced project. No authentication or user interaction is required; exposure is limited to confidentiality of event metadata, with no reported write or service-interruption impact.
