Firmware rollback via failed fuse-version enforcement

Improper authentication in Qualcomm Snapdragon boot firmware allows local users to boot an image older than the fused minimum version. The closed-source boot authentication path accepts an image version below the anti-rollback fuse value instead of rejecting it. Local access to supply the image is required, and successful rollback executes outdated firmware below the device security baseline.
