Cross-tenant metrics disclosure via reused project names

Input validation in Red Hat Hawkular Metrics as shipped in OpenShift 3.x allows remote authenticated users to read another project's metrics. Hawkular Metrics maps each OpenShift project name directly to a persistent tenant identifier, so deleting a project does not prevent a later project with the same name from addressing the prior tenant's data. Exploitation requires an authenticated user to create a project after a same-named project is deleted; access is limited to the retained metrics associated with that name.
