Arbitrary file write via SAML certificate filename

Path traversal in Mattermost Server before 3.6.5 and 3.7.0 through 3.7.2 allows remote authenticated users to write arbitrary files. The SAML certificate upload handler passes the multipart filename directly to os.Create after prepending the config directory, so traversal segments escape that directory. System Administrator access is required, and the write is limited to paths writable by the Mattermost service account.
