Authenticated OAuth app reconfiguration via spoofed creator ID

Missing authorization in Mattermost Server before 4.3.3 and 4.4.0-rc1 through 4.4.2 allows remote authenticated users to alter OAuth apps. The api4 updateOAuthApp handler compares the session user ID with the creator ID supplied in the update request instead of the stored app owner's ID, so a caller can claim ownership and pass the permission check. A valid Mattermost account and an instance acting as an OAuth 2.0 service provider are required; application configuration can be changed without system-wide OAuth management permission.
