Authenticated webhook modification via replacement-owner comparison

Improper access control in Mattermost Server before 4.5.0, 4.4.5, and 4.3.4 allows remote authenticated users to modify webhooks. The updateIncomingHook handlers compare the session user with the attacker-supplied replacement owner instead of the stored webhook owner, bypassing the ownership check. When EnableOnlyAdminIntegrations is enabled, any authenticated team member can alter another user's incoming webhook despite the administrator-only policy.
