Unauthenticated code execution via unrestricted BIRT inclusion

File inclusion in BMC Remedy Mid Tier 9.1 SP3 allows remote attackers to load internal or external resources via crafted report requests. The exposed BIRT report engine accepts attacker-selected file targets without restricting their destination. No authentication or user interaction is required; successful requests enable system fingerprinting, internal port scanning, SSRF, and code execution.
