Administrator account creation via unchecked object reference

Authorization bypass in SapphireIMS 4097_1 allows remote authenticated users with guest access to create local administrator accounts. The local user creation function accepts a guest-controlled object reference without enforcing permission to create an administrator. Guest-level access is sufficient, and a successful request grants a new local administrator identity on a system running the application.
