Emergency-call denial via insufficient permission check

Denial of service in Google Android 6.0 through 8.1 allows local users to terminate emergency calls without user interaction. PhoneInterfaceManager.endCallForSubscriber used enforceCallPermission before dispatching CMD_END_CALL instead of requiring MODIFY_PHONE_STATE. A locally installed app needs no additional execution privileges, and the bounded impact is loss of emergency-call availability.
