Component version collection disruption via cluster-ID race

Race condition in Deis Workflow Manager 2.3.2 and earlier allows remote authenticated users to disrupt component version collection. The clusterIDFromPersistentStorage.Get method performs an insert-if-absent operation on a Kubernetes Secret without locking, allowing concurrent jobs and HTTP handlers to race. Exploitation requires adjacent-network access, low privileges, and precise concurrency; the observed consequence is intermittent collection failure.
