Unauthenticated code execution via unrestricted restore upload

Arbitrary file upload in Ganesh Chandra Delete All Comments 2.0 and earlier allows remote attackers to upload executable PHP files. The publicly reachable restore block in delete-all-comments.php trusts restorefromfileNAME as a destination name and writes bytes fetched from restorefromfileURL into the plugin's web-accessible backup directory. No authentication or user interaction is required; a downloaded PHP payload executes with the WordPress server's privileges.
