Authenticated command execution via unrestricted PHP upload

Unrestricted file upload in Thomson Reuters FATCA before 5.2 allows remote authenticated users to execute system commands via PHP files. The specid upload handler accepts attacker-supplied PHP files without restricting dangerous file types and places them in the web root. A valid low-privilege session and network access to the upload interface are required, and successful exploitation grants command execution with the web service's privileges.
