Code execution via double-extension custom CSS upload

Unrestricted file upload in NextGEN Gallery before 2.0.77.3 allows remote authenticated users to execute code via a crafted CSS file. The custom CSS uploader checks only the final .css suffix, so a name such as file.php.css passes validation while retaining an executable inner extension. Code execution requires access to the upload path and a web-server configuration, such as Apache with a matching AddHandler rule, that treats the inner extension as PHP.
