Unauthenticated account creation via exposed registration handler

Authentication bypass in JetBrains TeamCity 8.0.1 through 9.0.1 allows remote attackers to create accounts via a crafted request. The /registerUserSubmit.html handler accepts registration submissions even when administrators disable new-user registration, while the login page exposes the browser-side cryptographic material needed to construct them. Unauthenticated HTTP access is sufficient; the resulting account can access server data and, depending on assigned permissions, start or alter builds.
