Extension denial of service via zero timer

Denial of service in InternalError503 Forget It 1.3 and earlier allows local users to interrupt extension operation through a zero timer value. The settings page saves a manually entered setForgetTime value of 0, causing the timed-forget loop to refresh rapidly without a positive delay. A local user must change and save the extension setting; the documented consequence is loss of extension availability.
