Authenticated code execution via unsafe mailx arguments

Command injection in the HTCondor scheduler before 8.2.6 allows remote authenticated users to execute code through job email notifications. The email_open implementation passes notification data as mail-program arguments, allowing unsafe mailx argument interpretation during delivery. An account permitted to submit jobs and request notification is required, and injected code runs with the privileges of the condor user.
