ACL disclosure via unrestricted GET_RESTRICT requests

Information disclosure in NTP 4.2.7p25 allows remote attackers to read the server restriction list through a mode 7 GET_RESTRICT request. The mode 7 GET_RESTRICT handler returns configured host and network restriction entries to unauthenticated query clients instead of withholding the ACL. Exposure requires querying to be allowed and mode 7 enabled; returned entries can reveal internal addresses and more permissive trust relationships.
