Script disclosure and execution via encoded separators

Path traversal in Python CGIHTTPServer 2.7.5 and 3.3.4 allows remote attackers to read source or execute unintended scripts. CGIHTTPRequestHandler.is_cgi checks the encoded path, while translate_path later decodes %2f, causing inconsistent path interpretation. Exposure requires a reachable CGIHTTPServer; consequences are limited to script contents and unintended scripts under its working directory.
