Unauthenticated image upload via skipped cookie validation

Unrestricted file upload in NextGEN Gallery before 1.9.13 allows remote attackers to store attacker-supplied image files via nggupload. The ngggallery.php upload handler includes admin/upload.php when nggupload is set, but that script performs its login and capability checks only when an authentication cookie exists. A request with no cookie therefore bypasses authorization; extension filters restrict uploads to GIF, PNG, and JPEG files, so the grounded consequence is unauthorized file hosting rather than script execution.
