Authenticated ticket disclosure via missing split permission check

Improper authorization in AgentTicketPhone.pm in OTRS and OTRS ITSM allows remote authenticated users to read restricted tickets. The module processes a crafted ticket identifier in the ticket split path without enforcing the requested ticket's access restrictions. A valid agent login is required, and the demonstrated consequence is disclosure of ticket contents without modification or service interruption.
