Unauthenticated code execution via unrestricted PHP upload

Unrestricted file upload in ProjectPier 0.8.8 and earlier allows remote attackers to execute code via an unauthenticated upload request. The tools/upload_file.php handler accepts an arbitrary filename and content, then move_uploaded_file stores it under tools/upload with a predictable numeric suffix and no file-type validation. No account is required, but code execution depends on a web server such as Apache treating the retained inner .php extension as executable.
