Administrator creation via unconfirmed cross-site request

Cross-site request forgery in WebsiteBaker CMS 2.8.1 and earlier allows remote attackers to create administrator accounts. The /admin/users/add.php handler accepts a crafted cross-site POST as the logged-in administrator without a separate confirmation step. Exploitation requires an authenticated administrator to visit attacker-controlled content, after which the new account receives administrator privileges.
