Unauthenticated command execution via dl.php path

OS command injection in WebSVN 2.3.2 allows remote attackers to execute arbitrary Windows commands through dl.php's path parameter. The download handler passes the untrusted repository path through exportRepositoryPath into a command string, and execCommand runs it with improper Windows shell quoting. Exploitation requires the allowDownload option in config.php and Windows hosting, and commands run with the web-server process's privileges.
