Code execution via leading namespace delimiters

Arbitrary code execution in BINGOS Module::Load before 0.22 allows attackers to load modules outside @INC via crafted names. Module::Load::_to_file converts a name beginning with :: into an absolute module path and passes that result into Perl's loading process without rejecting the leading delimiters. Exploitation requires control of a module name supplied by a consuming program, after which code in the selected module executes with that program's privileges.
