HA password disclosure via exposed process arguments

Credential exposure in Pacemaker before 1.1.3 and cluster-glue before 1.0.6 allows local users to read HA stack passwords. The stonith-ng fence_legacy path executes the stonith binary with fencing parameters, including power-switch passwords, in process arguments visible through ps. A local account on a cluster node is required; exposed fencing credentials permit access to the power-control stack and can influence cluster operations.
