User redirection via unrestricted TARGET destination

Open redirect in Broadcom Symantec SiteMinder 4.5.0 and 4.5.1 allows remote attackers to redirect users via a crafted TARGET parameter. The /siteminderagent/pwcgi/smpwservicescgi.exe login handler accepts an arbitrary absolute URL in TARGET and redirects the browser without restricting its destination. No authentication is required to construct the link, but a user must follow it; the redirect can support phishing and exposure of credentials entered at the destination.
